India's Department of Telecommunications (DoT) has issued strict new operational directives limiting individual mobile subscribers to a maximum of nine SIM cards nationwide. Telecom service providers have been instructed to implement technical validation mechanisms ensuring that requests exceeding the nine-connection threshold are automatically denied. The regulatory intervention aims to curb identity spoofing, reduce financial cybercrime, and improve subscriber database accuracy by preventing fraudulent multi-SIM hoarding across regional mobile networks. Tightening Identity Rules at the Point of Issuance In a decisive push to curb identity theft, impersonation schemes, and widespread digital financial scams, the Department of Telecommunications (DoT) has directed all telecom service providers (TSPs) to decline new mobile connections to subscribers who already hold the maximum permitted number of SIM cards. Under official directives issued by the ministry, Indian citizens are legally restricted to holding up to nine mobile SIM cards registered under a single identity proof across all networks combined, while a tighter ceiling of six connections applies in Jammu and Kashmir, Assam, and the Northeastern states. The new policy marks a crucial operational shift from reactive law enforcement to proactive fraud prevention by blocking the generation of excess connections before activation. By stopping individuals or fraudulent syndicates from accumulating dozens of mobile numbers, authorities aim to dismantle the infrastructure supporting criminal networks, particularly those conducting "digital arrest" phone scams. Integration with the Digital Intelligence Platform To enforce compliance across telecom networks, operators are required to integrate their customer activation pipelines with the government's centralized Digital Intelligence Platform (DIP). The platform aggregates subscriber data records uploaded by mobile service providers to maintain a real-time account of active connections per individual ID. As part of the technical rollout, representative subscriber photographs of individuals who have reached the nine-SIM threshold are being made available on the platform to assist operators with identity matching during verification. Telecom providers have been instructed to fully align their systems with real-time DIP verification layers. Until full technical integration is complete, operators must conduct post-facto daily checks, with instructions to immediately suspend any connection found to have exceeded the statutory cap. Severe Penalties for Fraudulent Identity Use While holding excess SIM cards due to administrative oversight results in surplus deactivation rather than criminal prosecution, acquiring mobile connections through fraudulent means carries strict statutory consequences. Under Section 42 of the Telecommunications Act 2023, obtaining subscriber identity modules or telecom identifiers using forged documents, misrepresentation, or identity theft is a cognizable and non-bailable offense. Violators face up to three years of imprisonment, heavy financial penalties reaching fifty lakh rupees, or both. Furthermore, citizens are encouraged to review connections linked to their identity via the government's Sanchar Saathi Portal to identify and surrender unauthorized mobile numbers. Through these coordinated administrative and digital measures, the DoT is establishing an end-to-end security framework to protect consumers nationwide.
